Huge risk to personnel and property now exists where unarmed Cargo ships, manned by a minimum of crew with minimum hijack training, are responsible for their own protection and are expected to continue innocent passage in areas of hostility.
After implementation of the International Ship and Port Security (ISPS) code, each vessel is now required to have a Ship Security Plan (SSP) and carry a Ship Security Officer (SSO). While these measures have heightened awareness of seaborne criminal acts the majority of the code is procedural.
Maritime Trade relies on the safe passage of a ship from port to port. In times of conflict, shipping trade is often disrupted and the consequences can be at worst disastrous for crews, owners and cargo owners and can at best, result in substantial delays to vessels. In bygone years, the Navies of the world would protect maritime trade routes seeking out and destroying those who sought to disrupt their vital trading links.
In the modern era, the worlds Navies, even in Coalition, cannot protect the volume of vessels trading in or near some of the World’s most dangerous areas. The risk is likely to be a continuing if not permanent feature, as hijackers and pirates are mobile enough to move to areas where there is less naval interference. There is more that ship and cargo owners can do to reduce risk to loss of crew, ship or cargo.
